第三十一条 在自然保护区开展本条例第二十六条、第二十七条、第二十八条规定的活动，依法需要办理相关手续的，有关单位和个人应当依法办理；涉及修筑设施的，还应当经国务院林业草原主管部门或者所在地省、自治区、直辖市人民政府林业草原主管部门同意，但原有居民必要的生产生活活动、原有线性基础设施的运行维护活动以及自然保护区管理机构依据自然保护区规划修筑管护巡护、科研观测、科普宣传、防灾减灾等设施的除外。
